1. Open up the Run window (Windows primal + R).
2. Type "WF.msc". This should open up Windows Defender Firewall with Advanced Security.
3. Click on Outbound Rules in the left sidebar.
4. SelectNew Rule in the right sidebar.
5. Bank check ifProgram selected, click on Next.
6. Browse and locate your executable. (.exe).
7. Select Block the connection. Click Next.
8. Permit the checkboxes remain every bit is if you lot want to block the connection everywhere regardless of the network it is continued to. Click Next.
9. Write an advisable Proper name and Clarification so you lot know which program is existence blocked by the rule. (Will save confusion later when trying to unblock the program.)
10. Click onTerminate.

If you lot wish to unblock the connection, simply select and delete (R-Click + Delete, or Del on the keyboard) the rule.
